Planning and Zoning

The Planning and Zoning Department maintains offices in both Village Hall and the Public Works Building.  The Planning and Zoning Department is responsible for residential and commercial building inspection and Code enforcement.   Forsyth uses the 2006 International Building Code and the 2008 Electrical Code.

  • Administers the Zoning, Subdivision, Floodplain and Unified Storm Water ordinances that regulate land use in the Village.
  • Reviews permit and zoning applications, issues building permits and enforces the International Building Code for all new construction and remodel projects in Forsyth
  • Investigates alleged violations and complaints involving nuisances.

Why do we have building codes?
Building codes are designed to safeguard health and safety in every building.

Why do I need a permit to do this work?
By obtaining a permit, the local inspector oversees the work being done on the job site. Also work without a permit is illegal and can pose problems when you try to sell your house.

When do I apply for a permit?
A permit must be obtained before work begins.

The Planning and Zoning Department consists of the following key individuals:

Larry Coloni

Public Works Director, Parks & Grounds Supervisor

Larry Coloni has been employed by the Village since 1991. Larry has over 30 years professional experience in Water Treatment and Public Works, and is actively involved in many professional organizations such as the Illinois Section of the American Water Works Association, Illinois Chapter, American Public Works Association, and the Illinois Parks & Recreation Association. Formally trained in the U.S. Air Force with some college classes, Larry oversees the maintenance of all Village streets, the water supply and distribution system, sanitary sewer system, park maintenance, building maintenance and storm drainage. As Director, Larry prepares the budget for the street, water, sewer, and parks divisions. In addition, he supervises and gives direction to all employees in the Public Works department. Larry and his wife Cindy raised their two sons in the Village, having lived in Forsyth since 1991.

Linn Summers

Building Inspector, Certified Water Operator

Linn has been employed with the Village since 1985, having been appointed to the position of Building Inspector in 1999. Linn is certified in one and two-family dwelling inspections, and is also certified as a property maintenance and housing inspector. Linn has been a member of the American Water Works Association for over 25 years and currently hold a Class A Public Water Supply Operator’s Certificate. As Building Inspector, Linn inspects all new and existing buildings and structures, issues building permits, sign permits, and certificates of occupancy.

Paul Walker

Plumbing Inspector

The Village has contracted with Paul Walker, an independent plumber, to provide plumbing inspection services for the Village. Mr. Walker completes plumbing inspections on all new residential or commercial construction within the Village, as well as remodeling projects.

James Brummitt

Electrical Inspector

The Village employs James Brummitt, a certified electrician for 37 years, to conduct commercial electrical inspections. Our on-staff Building Inspector, Linn Summers, conducts all residential electrical inspections.

Kathy Mizer

Assistant Village Administrator/Clerk

Kathy was promoted to the position of Assistant Village Administrator in August 2011. In this position Kathy will serve as a highly-responsible liaison to support the Village Administrator for the overall administration of the Village Government. She will assist in research and preparation of recommendations on public policy proposals as may be directed and coordinate department activities as needed. Kathy will serve as the Assistant Zoning Officer and staff liaison in support of the Planning and Zoning Commission where she functions as Secretary and processes requests for variances and special use permits.

Kathy will continue in her position as Village Clerk. She was appointed to this position in 2003, acquiring the designation of Certified Municipal Clerk in 2006 and the designation of Master Municipal Clerk in 2009 through the International Institute for Municipal Clerks. Kathy’s duties include keeping the corporate seal and all records belonging to the Village. She attends all meetings of the Village Board and keeps the official record of the Board’s proceedings. The Clerk publishes and attests to all resolutions and ordinances, contracts or other agreements passed by the Board, maintains and ensures the Village Code is up-to-date, serves as the local election official for the Village, and issues most licenses and permits for the Village. Kathy assists with Code Enforcement and serves as the Information Technology Administrator for the Village. Kathy and her husband Steve have resided in the Village since 2000.

Heather Kimmons

Village Administrator

Heather was appointed to the position of Village Administrator in 2010. Prior to that time, she served as an Assistant Attorney General and Deputy Public Access Counselor at the Office of the Illinois Attorney General, and has been continuously involved in the practice of law since her graduation from the University of Indiana—Indianapolis School of Law in 1993. In addition, Heather holds a Bachelor’s degree in Journalism & Communications from the University of Illinois. Heather, her husband Jim, and their two daughters have resided in the Village since 2000.The Village Administrator serves as the chief administrative officer of the Village. Her duties include supervising all departments of the Village, serving as the chief budget officer, chief zoning officer, keeping the Board of Trustees advised as to the business of the Village, attending all meetings of the Village Board, and administering the policies of the Board of Trustees.
