Planning and Zoning Commission
Illinois State statute (65 ILCS 5.11-12-4) allows a municipality to create a plan commission, to be appointed by a mayor subject to the confirmation of the trustees. The Village of Forsyth has created the same, comprised of lay municipal residents. Its function is to oversee the implementation of the Village’s Comprehensive Plan, which guides the development of land in the Village.
By ordinance, the Plan Commission is composed of 7 regular members and two alternate members. These members are currently as follows:

- Alternate: Mike Heneghan
- Alternate: Kris Quandt
The Plan Commission meets on the 4th Thursday of each month in the Village Hall Board Room at 6:30 pm. Plan Commission meetings are open to the public.
It is the Plan Commission’s function to conduct public hearings and prepare written findings of fact and recommendations to the Village Board on the following matters:
- Requested amendments to the Zoning Map or the text of the Zoning Code
- Special Use Permits
- Zoning requests for newly-annexed property
- Subdivision plats
- Annual review of Zoning Map and Zoning Ordinance with a report of its conclusions and recommendations to be made to the Board
- Hearing and deciding appeals from and reviewing any order, requirement, decision, or determination made by an administrative official charged with enforcement of the zoning code
- Conducting public hearings upon request for a variation of the zoning code
- Decide whether to grant a variation from the zoning ordinance, but only if so authorized by the corporate authorities
- Hearing and deciding all matters referred to it or upon which it is required to pass under the zoning ordinance
The concurring votes of four members are required to reverse any order, requirement, decision, or determination made by an administrative official charged with the enforcement of the zoning ordinance, or to decide in favor of the applicant any matter upon which it is required to pass under the zoning ordinance, or to effect any variation in the ordinance or to recommend any variation of modification in the ordinance to the corporate authority.
Upon the submission of written recommendation and findings of fact, the Board will schedule the petition for consideration at its next regular meeting. Again, Board meetings are held on the first and third Mondays of each month.
