Phillip Circle drainage issues discussed at public meeting

Village Engineer Mary Cave of Chastain & Associates LLC, along with Matt Foster, project manager for Chastain, hosted a public information meeting at Village Hall on January 9. The purpose of the meeting was to discuss the proposed improvement of the storm sewer system along Phillip Circle from County Highway 20 to Forsyth Park. The meeting was open to anyone with an interest in the project.

About 15 people attended and actively participated by asking questions of both engineers. The meeting was scheduled for 6-8 p.m. and included a brief presentation at 6:30 p.m. to discuss design alternatives, right-of-way acquisition and a tentative construction schedule.

The northeast and eastern portions of Phillip Circle are prone to flooding. There are various utilities that occupy the right-of-way of Phillip Circle; those include electric, gas, cable, water, sanitary sewers and existing storm sewers.

There were exhibits, engineering drawings, maps and aerial photographs to aid in the presentation. Cave and Foster explained that the proposed plan calls for a new 48-inch storm sewer moving water south from County Highway 20 to the pond in Forsyth Park.

The goal is to move “the largest areas draining into the Phillip Circle system” to Stevens Creek. The project also aims to “reduce the frequency of flooding in between houses at the north end Phillip Circle and at the low point of the street.”

“Construction time frame is about three to four months, given all the utilities,” Foster said in response to one question from a resident.

“There will be an inspector from Chastain on site representing the Village well and you,” Cave said.

Comments received from the public will be considered for the final design of the project, which if approved by trustees, could start in the summer 2019. Residents have until January 18 to have their comments added to the project file.
